City ends talks with Park Plaza developer

.
La Crosse’s Redevelopment Authority on Thursday cut off all talks with a would-be Park Plaza developer after more than two years of protracted negotiations over the Barron Island site.

Development on the prominent piece of city real estate has been suspended for years by failed negotiations, most recently with the Waunakee, Wis.-based Progressive Design.
In a closed session meeting Thursday — attended by La Crosse County Administrator Steve O’Malley — the board officially declared an impasse.

Progressive Design representative Kyo Ladopoulos said in November his firm still was interested in the site. “We don’t see an impasse of our making,” he said. “Now we’re being asked to bow out.”

The Redevelopment Authority had considered ending negotiations at the time because of the apparent impasse and because two local developers had emerged a month earlier with plans for the lot.

Jay Hoeschler, who twice before had negotiated with the city for the land, and Noel Jordan proposed a two-phase project in October that included improvements to the marina, with a restaurant and retail option by spring 2009 and possibly a hotel by 2017.

The panel eventually voted to continue trying to work with Progressive Design.

City Planner Larry Kirch said he since has traded e-mails with Progressive Design and gave representatives until July 16 to make a move.

Kirch declined to comment Thursday on what’s next for the site, except to say “the county still is interested in working with the city.” O’Malley couldn’t be reached for comment.

La Crosse County in 2001 took the former hotel site from a delinquent taxpayer owing about $1.1 million.

The city and county later formed an intergovernmental agreement to jointly pursue development of the property.

" Jackson- I am still stunned over this news. That they were not able to put a deal together with Progressive Designs. Gee, I wonder who will end up with the land? (That's sarcasm people) "

" Jackson- I had to laugh that you would post, "get out of jail free". As I received a call just recently that a big landlord/businessman's son was caught with drugs. Supposedly they brought him home to Dad, rather than the cop shop? Still checking on that one. "

" Jackson is right. These self appointed developers have 'cherry picked the most expensive conducive to development properties in our area. They have also coupled them with too much in the way of creative financing, and recipients picked by a set of rules nobody can define/identify because there is no steady flow of direction and doors are continually closed at meeting. Even to Council Members in our past, as they kicked 'them' out? Instead we have given away one-of -a kind riverfront properties to landlords that are proselytizing existing area tenants and commerce, and Hotel wannabees that have tried three times to fill a void it should be apparent was existing in the 'market' the private sector should have let to fill without our taxpayer money? Unless you believe three attempts does not reflect a need in the local market? "

" It appears the local politicians and developers LaCrosse version of Monopoly is nearing the end of the game where they put hotels on everything and conspire for the last and most valuable bank breaking properties Parkplace and Boardwalk.I wonder how many "get out of jail free" and "advance directly to go and collect 200.00" cards they have accumulated over the years? "

" Is that a casino on the horizon and riverboat gambling from a new improved marina and campground all in the gun sites of the city?
The developers roadies are preparing a masterpiece venue. "

" Then maybe those in a hurry on this thread and in our town can tell me why a Councilman who previously has been asked to leave a closed door RDA meeting, did not receive an RDA Meeting notice for this meeting??? By the way the last time they kicked out Council people (yes, plural) they revisited that decision and realized their banning of elected Council was terribly wrong. So the option must have been not to even send out notices in packets? "

" Let me illustrate just a portion of my concern, please. We 'supposedly' do not even know who will develop. We supposedly do not know if it will encompass Jays sliver of gold, Company Store, or even the Pettibone Campground. We supposedly do not know what will be built on any of these sites. So tell me, why were there city crews over at the Pettibone Campground entrance yesterday and shooting SURVEY equipment specifically around, and to find out location of 'signs'?????? Talk about the cart-before-the-horse? Who ordered this, why, and what nonsensical excuse are they going to sputter? "

" I only wish I could have placed a bet on this one! We all know who will be awarded this riverside total parcel. Come on! Again I am open to any idea for development, but here again it is the WAY THEY GO ABOUT IT!!! We are going to be lucky if we walk away from this without a suit filed against the City. There is no emergency here. The last major developments in town you can peer back on will generate no tax income for mostly 27 years because they are so heavily helped with State and City creative financing. Now a cry from the wilderness for 'tax revenue'! That will be wrapped and encompassed in TIF, and taxpayer money as well when all is said and done?????? "

" Someone do something with this land. I am getting tired of looking out the window at work and seeing nothing. maybe what you could do to boost tourism is build another hotel and fix up the Bikini yacht club and make it a nice supper club. Who knows.. all I know is it's an eyesore to look at the land and see nothing or closed businesses.

Even maybe we could put an adult pool there since all of the pools in La Crosse have all become transformed into kiddie pools.

I would definately love to see something built. "

" I don't know that we need another hotel or restaurant in this town. But it would be a great place for a Bass Pro Shops or something similar to Cabelas. We have nothing like these two stores except for the over priced Gander Mountain which is way out of the way from the river. "

" Great, not any too soon. It's time to concentrate on working with the local people more, that provides jobs for those living here and keeps the profits here in order for our contractors to maintain a good workforce. "

The Moderate wrote on Jul 25, 2008 7:57 AM:

" I would like the City to rezone the Land to preferably Light or even Heavy Industrial. It would defintely help the jobs situation. And I doubt the 60' of waterfront property adjacent to this Land would be worth as much as it is now. "

" The spokesman for the developer "doesn't see an impasse of our making"? WTF. It's been two years and NO movement. The Empire State Building was built in less time than that! "
