West Salem considers charging for fire calls

WEST SALEM, Wis. — The West Salem Fire Protection District is considering charging for fire calls if equipment costs become a problem.

WSFPD Board President Reuben Oldenburg said while he doesn’t foresee the board starting a user fee, it is among the options discussed as the agency looks at ways to pay for firefighter equipment and a new tanker truck.
“This particular user fee is just a thought if we don’t have enough money, but I certainly hope that won’t come to pass,” Oldenburg said.

The La Crosse Fire Department has never considered charging a fee for fire calls and doesn’t expect to in near future, said Fire Chief Gregg Cleveland.

In its 36-year history, the West Salem Fire Protection District has never charged businesses or individuals on a regular basis to have the fire department respond to a fire call.

However, board Secretary-Treasurer Merlin Wehrs said the district has been able to recoup the cost of water, foam and firefighter wages in some instances when property owners had insurance that covered the bill.

Since 1998, the district has sent out bills and been able to recoup costs in about six instances, the highest being about $1,950 and the lowest about $50, Wehrs said.

“My feeling on that is if I’m paying an insurance premium, my insurance covers expenses that are billed to property owners because of a fire, and I can’t use it because I don’t have a bill from the fire department,” Wehrs said. “I don’t see anything wrong with (billing for fire calls).”

But if a bill goes unpaid, the district can’t enforce collection because it does not have an official policy.

Wehrs said the department responds to 80 to 90 calls a year, although only five to 10 of those are fire-related, such as a structure, vehicle or grass fire. Wehrs estimates the department could recoup about $5,000 a year if the district begins charging for fire calls.

The state also reimburses the fire district up to $500 when firefighters are called to a vehicle fire on Interstate 90, Wehrs said.

Wehrs said those against creating a user fee have said people might hesitate to call the fire department for fear they’d be billed.

Either way, Oldenburg said he hopes it doesn’t come to that.

“We hope everything will come out in the end to get the money we need to keep them safe, so they can do their job,” he said.

To start charging for fire calls, each municipality the district covers — West Salem, and the towns of Barre and Hamilton — would have to approve the change.

In November 2005, the La Crosse Common Council approved a measure to charge non-city residents who had to be extricated from vehicles after crashes. Seven people since have been charged $265 each for extrication, Cleveland said.

We pay taxes for them to provide certain services and now thru their inefficient budgeting of our tax monies, they want to double bill us. Screw 'em. " One department fire chief I know from a neighboring department does not issue burning permits, but if you light it and it gets out of control, you will get a bill, vehicle accidents/fires are free, but structure fire bills go to the insurance companies. This program has worked for them for 30+ years, however our department doesn't charge. "

" If there were no bills, the taxpayer is paying. If the municipality raises taxes to meet with the increasing costs of providing a service, the taxpayer is getting screwed. Just reviewing a few of the calls over the last 3 year period, I'd have to say that for most of the accidents we responded to, most (nearly all) were for people that were travelling through our area. Who should pay? Me the taxpayer? NOT! I agree that billing for calls brings up a lot of additional questions and 'what-ifs', but taxpayers should not be expected to foot the bill for all of the calls the FD responds to. Of the calls we went on for our taxpayers, many also still send us a donation even after they get a bill - and to my knowledge, no one has not called 911 because they couldn't afford it. "

Of course your citizens are going to shrug and pay it if its enacted without a vote, what choice do they have.

double dipping plain and simple if you have to pay twice.

It's like going to culvers, ordering your food, paying, then when they bring it to the table, you have to pay AGAIN for the cup & paper that covers the food, and the washing of the table afterwards. No, you pay once, and everything falls under that payment. "

" How is getting billed any different than paying for services already provided by the municipality where I live. If I go to the county courthouse and get a marriage license, I have to pay. Don't my taxes already contribute to having this county office? So why am I charged $80 for a piece of paper that I already paid for with my taxes. If local homeowners would be getting charged, that's just wrong, as they pay the taxes, so, to get your money you would go to the city. Otherwise, take the 'emergency services' out of the tax bill. (if there is a charge per call to a local resident) "

Who pays for the car fire on the highway when the vehicle is from out of the area or out of state? We as taxpayers pick up the tab. Who pays for the unfounded calls the FD responds to? We as taxpayers pay for these hundreds of responses.

$500 isn't too much to charge for those that contribute nothing to our tax base. "

" 1) I'm on a fire department that bills. The max amount is $500 that we charge for anything. If we are on scene for 30 minutes or 3 hours - the bill is not more than $500. Homeowners insurance companies don't even think twice about the FD bill. The ones I've talked to just expect to have to pay something. Your taxes pay for the departments to exist. The taxes once used to cover just about everything. Now there are more and more expenses just like everywhere else. Billing for calls isn't going to offset everything, but it can take some of the edge off. "

I'm a do it yourselfer, but you would think the fire department could get paid by taxes. It will inhibit some from calling ... and to make an insurance claim, insurance will go even higher than it is (plastic vehicle bumpers should be outlawed, thats a big contributor).

" Bill our insurance? Double taxation. Our taxes already go to pay services such as these. Mismanagement of local budgets already penalizes citizens, this would only hurt us even further. " Don't the village taxes pay for the fire department? I still remember when the schools paid for all needed school supplies but now the parents pay for all of them. What is the village doing with all the tax money taken from the citizens? Soon, no taxes people pay will cover anything for the people. It'll all go to the board, Mayor, village employees, unneeded objects, and inane projects that end up not working. This is beyond ridiculous. The board needs to overhaul their expenses so the fire department wont have to charge for putting out a fire. Didn't I read or hear somewhere that the new Mayor got his office redone and got a brand new fancy computer during his first year in office? The fire department wouldn't have to charge if they were put nearer the top of the list of needed business. "
